EIR NOTICE OF PREPARATION (NOP)

The Notice of Preparation (NOP) has been sent to the relevant agencies, kicking off the environmental review of the Fulton Corridor Specific Plan (FCSP), the Downtown Neighborhoods Community Plan (DNCP), and the Downtown Development Code (DDC).  The NOP is a brief notice sent by the City to notify the responsible agencies, trustee agencies, involved federal agencies, and the public that the City is preparing an Environmental Impact Report (EIR) for these documents.  The purpose of the NOP is to solicit guidance from those agencies and individuals regarding the scope and content of the environmental information to be included in the EIR.  The EIR must be completed and certified before the City Council may cadopte the FCSP, DNCP, and the DDC.

EIR SCOPING MEETING

On Tuesday, April 17, the City of Fresno hosted the EIR scoping meeting.  During this public meeting, the City and consultant team delivered a brief overview of CEQA and its processes as they pertain to the proposed project and community members provided comments regarding the scope and content of the EIR.

El 28 de enero de 2010, el Consejo de la Ciudad, con el apoyo de la Alcaldesa Ashley Swearengin, aprobó el contrato de consultoría para la preparación del Plan Específico del Corredor Fulton y del Plan Comunitario de los Vecindarios del Centro de la Ciudad.

Estos dos planes abarcan varias áreas distintas del centro de la ciudad, incluyendo la Zona comercial Central, el Distrito de Artes Culturales, la zona del Estadio Sur, el barrio Chino (Chinatown) así como los barrios circundantes de Lowell, Jefferson, Sudoeste, y del Sudeste.  Los dos planes representan una oportunidad importante de hacer revitalizar estas áreas, mientras enfocando en la rehabilitación, estética, la infraestructura, la incorporación de una estación ferroviaria para trenes de alta velocidad, y la atracción y expansión de negocios.
